Why doesn't the HEX color look exactly like my printed Pantone chip?

What does the 'C' or 'U' mean?
'C' stands for Coated (glossy paper), and 'U' stands for Uncoated (matte paper). The same ink formula looks different on different paper stocks, so they have different digital values.
